Shenandoah County Community Resources for Utilities

This guide connects families to programs that help with utility and energy costs, including fuel assistance, crisis assistance, cooling assistance, Energy Share, and other community resources. It also includes options for emergency relief, payment support, and long-term assistance to help prevent shutoffs and keep homes safe and stable.

Fuel Assistance helps with home heating costs; but can also be used for furnace re-starts, late charges, delivery charges, installation charges, and connection or re-connection fees. Applications are accepted from the second Tuesday in October through the second Friday in November.

 

Crisis Assistance is intended to meet a household's emergency heating need when no other resource is available. From November 1 through March 15, the program is open for the following: one time only heat security deposit and/or heating equipment repair/purchase. From the first workday in January through March 15 for the purchase of home heating fuel and the payment of heat utility bill.

 

Cooling Assistance helps with the purchase or repair of cooling equipment and/or payment for electricity to operate cooling equipment. Applications are accepted from June 15 through August 15

  • Applications for heating, cooling and crisis are accepted online at https://commonhelp.virginia.gov/access/, by calling the Enterprise Customer Service Center at (855) 635-4370, and at your local department of social services.

 

Energy Share is a crisis program of last resort that helps pay energy bills for any type of heating and cooling source (wood, oil, natural gas, propane, kerosene, electric) for those who qualify.

  • For Heating the program is open from October 1st – May 1st, for Cooling the program is open from June 1st - September 30th. Applications for Energy Share are at your local department of Social Services, or you can call, Within the US: 866-366-4357.

Weatherization Assistance Program (WAP) - The Virginia Department of Housing and Community Development (DHCD) administers the Weatherization Assistance Program (WAP). The WAP reduces household energy use through the installation of cost-effective energy savings measures. Common measures including sealing air leaks, adding insulation, and repairing heating and cooling systems. For more information go to https://www.dhcd.virginia.gov/wx.

 

Low-Income Household Water Assistance Program (LIHWAP) - LIHWAP is a temporary, federally funded program created to provide assistance to low-income households, particularly those with the lowest incomes that pay a high proportion of household income for drinking water and wastewater services. LIHWAP can assist with the payment of arrearages for disconnected households or those households who are at risk of disconnection (within the next 30 days after application). LIHWAP is now available to eligible Virginia residents. LIHWAP assistance will be available through September 2023 or until funds are depleted. Customers who have questions about the program and/or wish to apply should be referred to Promise Network at 1-888-373-9908 from 7 am- 7 pm Monday - Saturday or https://virginialihwap.com.
